CEO Biography

Dr. Ferhan Kilical is a seasoned technology executive, systems engineering leader, and program strategist with more than 35 years of hands-on experience delivering mission-critical solutions across federal, defense, homeland security, and financial sectors. She brings deep expertise in systems engineering, application development and testing, cloud transformation, cybersecurity, and complex program execution within highly regulated government environments.

Dr. Kilical has led and advised high-impact initiatives for organizations including the U.S. Department of Defense, Department of Homeland Security, U.S. Strategic Command, the Federal Reserve Bank of New York, and international defense partners. Her work spans secure system and network architecture, AWS cloud migration, defensive cyber operations, industrial control system security, enterprise data analytics, and large-scale application development programs.

She has extensive experience establishing and governing development and test frameworks across multiple contractors, domains, and government facilities, ensuring interoperability, performance, security, and regulatory compliance. Her leadership includes defining test strategies, validating requirements, coordinating cross-vendor execution, and managing technical and programmatic risk across the full system lifecycle.

Dr. Kilical is also recognized for integrating artificial intelligence and advanced analytics into technical assessments, system analysis, testing strategies, and application development. She has applied AI-driven approaches to improve decision-making, automate analysis, enhance test coverage, identify risks earlier, and increase the reliability and resilience of complex systems.
